  1. Closure of Juba International Airports and all other international airports. Airlines advised to seize their flight in and out of South Sudan by midnight, 23 March.
  2. The following operations will be exempt
    a. Food cargo flights
    b. Aircraft in state of emergency
    c. Flights in our airspace
    d. Humanitarian assistance and flights
  3. All border crossings seize as of midnight 23 March (food trucks and fuel tankers)
  4. Taskforce appeals to senior government officials to observe regulations
  5. Allocate 3 million USD to cater for needs of South Sudanese students living abroad
